Also by what do you mean by she was the last one to succeed to statehood? Do you mean the last of the 13 colonies to become a state? As for the death penalty my Ethics teacher told me that Virginia was ranked second in the causality of the death penalty. The state with the most causalities from the death penalty is Texas which had way more people killed then Virginia (I think Texas was in the thousands or high hundreds while Virginia was in the low hundreds)

Yes I know Texas does have a higher count and I haven't put tex's profile up here yet, but the two are often more strict when it comes to punishment and such.
